Vintage Train Locomotive Lighter

It has a very unique starter mechanism - you flip it up and push down - starts right up.
Metal appears to be Cast Brass with a nice patina - May have been painted black at one time, but not sure.
All the wheels turn, but one wheel is missing on one side and on the other side, the coupling or side rod,
which connects the wheels to the locomotive is missing
(please see photos) - Does not affect balance or function. Still looks nice.
